Right now it is hidden after 5 runs of Chrome in which the NTP is viewed.
(If you
start Chrome but never see the NTP, that doesn't count as a run. If you
start Chrome
and see the NTP 50 times, that counts as a single run.) This is the
algorithm that
was used for the theme promo image; but it's easy to change. Because the
promo line
is closable with an X, and goes away so soon, it might not be worth making
it respond
to install messages.
