Amazingly, no. I fixed it soon after but not before completely clearing all  
browser
data in whatever browser I was using at the time. I tried to find this  
thread but
15min of searching got me nowhere. If you had not replied, I may not have  
ever found
it.

Anyway, I found a temporary fix as well as a permanent fix:

Temporary: add -no-sandbox to the end of the target path of the shortcut  
(Security
risk, although from what I can tell no more of one than using Internet  
Explorer or
any other browser. The sandbox function keeps each tab completely separated  
from each
other (Ex: One tab cannot get info from another, if one tab crashes the  
others are
not effected)).

Permanent: Add "chrome.exe" to list of exceptions in Windows Firewall.  
Apparently,
the firewall was blocking part of the program without the "Windows has  
blocked parts
of this program" dialogue. I also found out that people with Symantec  
installed on
their computers used to have this exact same problem because it blocked the  
sandbox
feature as well, but Symantec fixed that a while ago.

I'm not sure if you already knew all that but I figured if someone google  
searched
this problem they might find this a bit helpful.
