Thanks. My desktop environment is GNOME. My operating system is Ubuntu 8.04.

I start Chrome from the menu, Applications > Internet > Google Chrome.

I set my Proxy Settings through the GNOME menu, System > Preferences >  
Network Proxy.
If in Google Chrome I click the wrench icon > Options > Under the Hood >  
Proxy
Settings, it opens the same dialog --- except when this bug is happening.  
When this
bug is happening, all four of these things happen:

1. This one (27106). Privoxy says it is not being used.
2. The proxy settings, indeed, are bypassed. For example, no ads are  
blocked.
3. Bug 27104. Clicking Chrome's proxy settings button brings up a Google  
help page in
a new Chrome tab, instead of the system's proxy settings dialog.
4. In Chrome's options, under Basics, above the button for Make Google  
Chrome My
Default Browser, it says, Chrome cannot determine or set your default  
browser.

It is important to note that it doesn't start out this way. At first,  
Chrome uses the
proxy settings, and none of the four problems above happen. Then, at some  
point, the
four bugs suddenly happen. I don't have consistent data of what leads up to  
it. At
first I thought it happens after I make Chrome the default, or after I  
reboot, or
both. But I cannot consistently duplicate it. Right now, at this very  
moment, Chrome
uses my proxy settings, and all is well. Chrome is not, however, set as my  
default
browser.
