Just entered Issue 28755 about how you can still do Command-n and Command-t when a modal dialog (such as Print) is up. Those items (and "Import ...") should simply not be available when running a modal dialog. I don't think that having "Clear Browsing Data" be modal is bad. It seems reasonable to expect the user to address the issue immediately and dismiss. Should get some UI input, though. If you want to make it a floating singleton, http://codereview.chromium.org/220040 made the "Edit Search Engines" dialog a singleton. I don't think it was modal in the first place.
