Fresh install of Windows 7 and Chrome 3.0.195.33: Chrome shows %userdir%\Documents \Downloads\ as the save directory, upon inspection by clicking 'Change' it is the %userdir%\My Documents \Downloads\ folder. There is not a %userdir%\Documents \ by default in Windows 7 (it's 'My Documents'). I change the folder to %userdir%\Downloads\ and deleted the Chrome other folder that chrome created. No more further issue.
