I have added "Make this your home page" as a special tip at the end of the
tip cache.
Because this promo is a button that launches a process in Chrome, instead
of just a
link to another web page, it makes more sense to generate it along with the
required
HTML on the fly, rather than snagging it from a server. If the NTP is not
the home
page, this special tip will be included in the tip cycle. If it already
is, the tip
won't appear.
