Scroll bars should absolutely have steppers, regardless of whether the  
developers
happen to use them. This blog post sums it up nicely:

no matter how well the rest of the product works."

Bottom line: normal GTK+ scrollbars have steppers. Chrome's scrollbars  
don't. Please
err on the side of consistency.
