It's more than just the tabstrip, there's a 2 pixel border all the way
around the
viewport in IE. It uses system colours (I tested this by changing theme).
As a side note: You can style it in CSS, but only in quirks mode (I think
it's if you
style the HTML element to border:0 or border:none, I did get it to work a
couple of
days ago). In standards mode (strict doctype) I believe the viewport border
is compulsory for all pages.
