Can't confirm comment 104. :( I tried downloading it on Mac OS X 10.6 and Google Chrome 4.0.249.30. When I reported my own issue earlier, I thought it wasn't on the client end since other web browsers did things properly, and I was pretty sure our company firewall wasn't misconfigured to deny access to port 80 somewhow, or that I had antiviruses (which was later confirmed after having installed an antivirus tool). But since this error keep resurfacing under unreproductible circumstances for other users, I'm now inclined to believe it is something on the client end after all. Perhaps sometimes not due to the user's own computer on the network, but temporary fluctuations on the local network that Google Chrome is more sensitive to than other browsers. Because while this error is hard to reproduce for user A if it pops up for user B, the only consistent part that I can tell is that other browsers usually works when Chrome has a problem.
