OK, so with an extra bit of time to track this down, it all boils down to the PPA's install not using the "chrome-wrapper" script to start the browser. The setting of the LD_LIBRARY_PATH by the script is probably essential (since it is the only thing that could effect it) for operation - probably just like #18 said..
