For using the Apache we have checked into the tree, which is Apache 1.3.3,  
I got stuck
on the rebase issue. For using Apache 2, I got stuck on getting a  
libphp5.so. libphp5.so
is required by Apache 2 and does not come with it. Also, you can't just get  
php via
cygwin. So you have to build it. I tried, but I suck at that sort of work.

I was thinking that I should commit my python changes for getting cygwin  
apache to
work. Whoever tries to do this next will need to make basically the same  
changes.
