regression, fails to provide suggestions for many misspelled words

this is the issue i can identify:
the context menu of perfectly fine words which are NOT underlined by the
spell
checker
for example "hello", has a grayed out "no spelling suggestions" item and
an "Add to
dictionary" item
the context menu of spelling mistakes (underlined by the spell checker)
such as
"fkjhasfer" has no spelling related items at all
can anybody confirm this issue?
i reproduced the issue on both 4.0.266.0 (Official Build 33992) & 4.0.272.0
(Developer Build 34708)
