Hi Scott, I have better repro steps, still for Windows Chrome 4.0.266.0  
(Official Build 33992)

Case 1
======
1. Open a fresh Chrome window
2. Maximize the window
3. Type www.google.com<ENTER> into the Omnibox in the only tab
4. Ctrl+T to open a new tab
5. Type www.google.com<ENTER> into the Omnibox in the second tab
6. Click and drag the SECOND tab all the way left to pin it
      ==> it now becomes the leftmost tab (the pinned tab)
7. Click and drag the FIRST tab all the way left to pin it
      ==> it now becomes the leftmost pinned tab (the previous pinned tab is  
now second)

RESULTS in hover over tabs not showing title popups


Case 2
======
1. Open a fresh Chrome window
2. Maximize the window
3. Type www.google.com<ENTER> into the Omnibox in the only tab
4. Right-click the tab and select Duplicate
      ==> creates a second tab already with www.google.com
5. Click and drag the SECOND tab all the way left to pin it
      ==> it now becomes the leftmost tab (the pinned tab)
6. Click and drag the FIRST tab all the way left to pin it
      ==> it now becomes the leftmost pinned tab (the previous pinned tab is  
now second)

RESULTS in hover over tabs not showing title popups
