As a note, the workaround hbono described didn't work for me (it fixed the problem, but I need the DPI scaling to be on in order for Chrome to be legible). Hoever, a workaround which did work for me and which allowed me to keep me DPI scaling in effect was to go to the same Compatibility tab and check the "Compatibility Mode" box, marking the thing as compatible with Windows Server 2003. The title bar loses its Aero look and feel (and winds up being a bit too tall), but the close / minimize / maximize buttons buttons work again.
