The problem appears to be within the caching. The first view from a fresh browser install or after clearing the cache seems to work fine, incognito mode may play with cookies or other cache settings to make it appear more anonymous. So the problem seems to come from subsequent views of the "hour by hour" feature of weather.com, not the initial view. To recreate this problem, I suggest one to view the page in question, wait an hour, close and re-open the browser, and try "hour by hour" again. This should recreate the problem every time.
