The main problem is the bar appearing at all. The fact that it shifts the
page when it
appears just adds to the annoyance. I contest your interpretation of the
subject of
"annoying" in comment 1.
There are other infobars that appear at the top of the page at random times.
There is an extraordinarily low probability that we would change this UI.
The
appropriate discussion forum is with the UI leads.
