The resolution I'll use is to detect that:
a) SDCH could not decode the content.
b) The content came from a cache
c) The decode failure appeared because there is NO dictionary specifier in
the first 9
bytes of the content (and not because the required dictionary was missing).
Under those circumstances, we'll conclude that this was a fetch from cache,
and the
content can safely be passed-through.
