This would not be a good idea from a privacy standpoint.

A simple example works best:
Say you have your standard google cookie stating that you're signed in  
(non-incognito).
You then go incognito, and google reads your cookie and assumes your still  
signed in
(even though you're incognito).  It then tracks your searches and whatever  
queries you
submit, and adds them to your google history (assuming you have it  
enabled).  Thus,
your incognito searches aren't incognito anymore.

Of course, this is just one example of how it would be undesirable.
