The CSS standard requires support for user stylesheets, so that's probably  
a good
enough reason to have it as a core browser feature (given that someone  
spends the time
to implement it) unless there are strong arguments to the contrary.

UAs that
run on devices without any means of writing or specifying files are  
exempted from this
requirement."
