installer should ask whether to install the apt repo using debconf

We want to provide as streamlined and "one-click" of an installation as
possible (the
same reason we don't require repository configuration to install the deb in
the first
place). Any user uncomfortable with "sudo touch /etc/default/google-chrome"
probably
isn't going to care about such a prompt anyhow, and then it's just
unnecessary
installation noise.
