I found the problem!!!
Although I changed a mouse properties, I still think that Chrome is the
program that
doesn't work fine with the mouse drivers.
See the attached screenshot. The option "disable acceleration in games" was
checked.
I unchecked this option and now the mouse speed stays the same as when
Chrome is not
the active window.
Somehow the mouse driver sees Chrome as a game and disables the
acceleration. I'm
100% sure that this problem occurred after installing Chrome version 4.x!
The mouse
driver isn't changed so it must be something in the new Chrome version!
