In Vista I kept my task bar hidden. But with the update to gc 3.0.195.33 I got this flickering, which I noticed on the task bar mostly. I upgrade to gc 4 beta and the problem resolved. I also installed chromium to get extension support (which gc later enabled) and I also pushed up to windows7. I no longer have this issue. I am still running gc 4 beta and chromium as well as FF and IE 8. I have not seen the flickering in w7 yet but my task bar isn't hidden. I am running gc 4.0.249.43 now. I too have an ATI card, the ATI MOBILITY RADEON X600 256MB for an HP Pavilion zd8000 laptop. My chip is an Pentium 4 HT 640 specs found here: http://en.wikipedia.org/wiki/Pentium_4#Prescott_2M_.28Extreme_Edition.29 I hope this helps someone, but I would try downgrading or upgrading gc to see if the issue resolves. Try moving to the beta, or try chromium and see if the problem follows. Those are my suggestions.
