Recruited thakis to help.
In tracing through this in the debugger, I follow the keyboard event up to
RenderWidgetHost::ForwardInputEvent(). Setting breakpoints in the
corresponding
RenderWidget handler doesn't trigger, so it looks like the keyboard event
is getting
swallowed.
