I experienced this today myself, and in fact I believe the issue may be bigger than simply inflating file size. The .crx file generated by Chrome (4.0.249.43 on Windows 7) that included the .svn file tree information would install fine if I opened it directly from the filesystem of the same machine. However, that same binary, pulled over the
