The reason that the download was never showing in the shelf was that any
download
that wasn't an extension install (and therefore not in the shelf) was being
set as
auto-open, which are removed from the shelf immediately after download. It
seems like
the correct behaviour, for downloads that aren't extension installs but are
extension
files is to not attempt to auto-open them.
