What steps will reproduce the problem?
1. Copy rich formated text, like a header or colored text
2. Press 'Command-Shift-V' in a form field (like gmail or this description box)

What is the expected result?
The plain text version of the copied text will be pasted into the field

What happens instead?
Nothing

Please provide any additional information below. Attach a screenshot if
possible.
I believe this was working on Chrome Mac Beta, I recently tried the dev version and noticed
this function wasn't there.  This is a common command key combo on other mac
webbrowsers, such as Safari and Firefox.
