Supporting VS 2008 is on our road map. As far as I know the blocker right now is that we need patches in webkit, but it won't happen until we start using their lastest version. (We are working on that right now).
I can't promise anything right now, but I'm confident that chrome will build with 2008 soon. As for the VS Express, I really don't know, Marc-Antoine might have a better idea. (in CC).
