This is by design, Chromium tries to be kind to other applications,
and it notifies the operating system when it is backgrounded (or a tab
is backgrounded), so parts of the resident memory can be swapped out
and the physical memory can be used by other applications on your
system.

The slowness you see is the operating system swapping back in the
pages, since they have been used by other applications while Chromium
was backgrounded.
