Either ~/.chromium or ~/.config/chromium is fine. I've never been too huge a fan of a million dot-files and dot-dirs in my home directory anyway. I vote that we change it and respect the envvar. However, that spec also suggests that /etc/xdg be used, and that's just stupid. I also note that it hasn't been touched since 2004.
