Just to clarify, did you mean json_value_serializer.cc? If this is the case then there is no specification in the code as to what encoding to expect in the text file that contains the string, just the string name. Not to mention that UTF8 is a manner in which ASCII is encoded, a totally different animal. This being said, I'm a bit unsure what you are trying to accomplish with your question. Encoding can be regional.
