That is a good idea. We could just use the same download UI and
everything. When you click "yes" in the shelf, it just leads to the
normal install dialog.

I don't think it's worth trying to tell users that the site they just
clicked the link on didn't endorse the extension. That is an edge case
that nobody will understand.
