There are quite a few thorny corner cases around BiDi editing and cursor movement, I don't think there's any point in having a discussion about this stuff unless we have a handle on what we want to fix and exactly how we plan to fix it.
Also, IMHO, it would be better to iron out some of the basic BiDi bugs in Chrome & WebKit before embarking on this stuff.
