I don't understand; what's the alternative behavior you're proposing? (Yes, this behavior is intentional; all the toolbar buttons handle clicks/modifiers now, so e.g. middle-clicking the back button opens the previous page in a new background tab. This behavior was a popular niche request and matches Firefox.)
