Yes, the default action of "middle-click a link" is the same as "open link in new tab". This is the default action for many browsers including Chrome.
But Glen's note is important because you cannot tell by just looking at a link on a webpage whether or not the default action has been overridden or not. If the default action has been overridden, then middle clicking that link will do whatever the website has specified.
