The link in the bookmark bubble has been raised as an issue before.  One
problem with a button is that (a) it's technically hard to put there and (b)
it makes the bubble feel very heavyweight.

I'm not sure there is complete consistency here.  Then again, there isn't
consistent agreement on the separation you describe across the web in
general :)
