Then probably you should just use AutomationProxy (directly, without UI test framework). Adapting tests would be harder - just build a small driver program to launch the browser in a similar way UI test does, and uses the AutomationProxy to send it NavigateToURL message. You may also want to take a look how page_cycler tests work. They just tell the browser to load a set of URLs.
