For Make, I don't see any reason off the top of my head why that shouldn't
work.
For SCons, seems like no one's ever had the itch to add CXXFLAGS (and
CCFLAGS) to the scons_import_variables list in build/common.gypi. LGTM if
you're so inclined to add it.
