I realized it might not be clear what I mean... Maybe the browser
could have a login page (which could be set to automatically login if
you wanted, of course)... That way the bookmarks and saved passwords
would be part of your chrome account, and load into the browser when
you logged in. Maybe a setting like "home computer / public
computer".

Google is all about making everything internet based, I'm surprised
chrome isn't already setup like this.
