I would propose that this not be a solution in Chromium/Chrome... but
a solution in Gmail.

It would make sense to me that if a video file were attached to an
email, that there should be two options in Gmail... VIEW and
DOWNLOAD...  View would open a Google Video or YouTube video player,
streaming the video... the other would download it.
