I've determined that, as far as I can tell, Google Chrome is pushing
the taskbar to the back/bottom of the desktop. It's kind of weird - if
GC is maximized, it's on top of the taskbar, and while windowed it's
not... by default. But if I go from max. to window, any other
applications or windows that were already open are on top of the
taskbar (it can, however, be brought up if I mouse over a part of the
bottom of the desktop with nothing else on top). If I have it
windowed, with the Windows taskbar on top, and maximize it, the
taskbar will stay on top. Switching to a different application and
back to Google Chrome with change the taskbar behavior back to the
"default."
