Chromium's philosophy is to never (or very very rarely) prompt the user for input. The goal is to make the browser so transparent that the entire focus is only on the web applications (or sites). So, any request to add additional prompting will likely not be implemented.
An alternative solution to the download problem would be for the downloads to take place in their own process... which stays open even if the browser is closed (especially if it is closed by accident, such as closing a tab which happens to be the last tab.) If the browser is closed, perhaps there could be a systray icon to track the downloads still in progress. As for saving the current tabs... there is an option, upon startup, to open the last set of tabs. If you just want this to be an optional feature, perhaps it could be a part of the New Tab information. Perhaps when the browser is first loaded, the New Tab page could also feature a list of previously opened tabs, with an option to open all again, or just some. This would prevent any prompts, but would just enhance the usefulness of the New Tab page.
