Agreed, the download bar is good.

However i think a better default would be to save the file to a
temporary files directory, either in window's one or the chrome web
cache and then give an option to click the file on the download bar
and save it elsewhere. The main reason is because when i view lecture
notes in a word document at Uni, I only want to view the file, I don't
want to download and keep it.
