I used popuptest.com to test Chrome's popup handling.

I like that it holds all the popups in the bottom right, but it gives
no indication of how many popups there are, and does not allow you to
sort through them.

Some popups might be useful, and some might not, so I propose:

1 - Add a counter so the little bottom tab reads:  XX blocked popups

2 - On right click instead of just opening the top popup, show a list
of the popups and offer options

3 - Among possible offered options - ignore popups in this tab, allow
popups in this tab
