This same thing happened to me once on Win XP.
I think something in Windows got borked, because restarting the computer
resolved the problem.

Like what you described, most applications were failing to connect to
internet (however I am pretty sure Firefox was still working -- maybe  they
rely on different system components).

Some other applications would crash outright when trying to load them.
Don't know what the problem was.
