Because making an OS requires more effort than they'd like to put in to it, especially considering this has been in development for a while. And the effort is not all on their side either, it also means people having to install a whole new OS, learn new things and have to (yes, really) use new programs (devs have to make new ones too) If it happens, it won't be for a LONG time, a very long time.
Chrome is an easier way to get more penetration into its users. Google wants to create an OS "on the web", or on the "cloud" as it is now known as. And with engines such as V8 and others to come in the future, having speedy applications within a browser will only be a few months away (when the Plugin API arrives that is) I can't wait to see the future for JavaScript, i'd honestly rather see this than Flash or Silverlight take any more market in.
