Try this:

Reboot into "Safe Mode" by holding down "F8" just as you see the 
Starting Windows image  (or just after the initial boot screen, they're 
all different). Once you're into safe mode then try uninstalling again. 
By the sound of it these PC's/laptops that are exhibiting this problem 
most likely have a common process or processes running in the background 
that are causing the Chrome and the uninstaller to fail. Booting Windows 
into safe mode will only allow the most basic Windows processes to run 
and nothing else so you should be able to uninstall then.
