I've got both IE and Chrome configured to go through a proxy via the windows connection settings which seems to work very well.
However, when I specify an exception, IE honours it while Chrome continues to use the proxy for the address I've specified. e.g. for domain (e.g.) exchange.mailserver.com, I've specified an exception as: localhost;*.mailserver.com; exchange.mailserver.com; 127.0.0.* The domain is not a public domain and is mapped via the desktops hosts file (hence the need to not use a proxy for this address since the proxy is unable to resolve the domain). As soon as I put in the domain in the proxy exceptions, IE is able to connect to the server directly while Chrome continues to use the proxy. Yes, I've restarted the computer although that is unnecessary. Yes. I've restarted Chrome and IE even though that should not be necessary (it doesn't appear necessary in IEs case, and it made no difference with Chrome anyway.)
