I think we are updating people gradually, it might take longer on some machines. Try restarting chrome on the other machine. (And make sure that there is no chrome.exe running) And no, you should not have to click "About" to order an update. It's going to be automatic, even for the dev channel. If the other machine is still not updated tomorrow, I suggest you uninstall and reinstall.
