I have been having this problem, couldnt figure it out... when today after a few weeks thought I would the error again and see if anyone had figured it out, and sure enough.
Open your firewall program and make sure that chrome has permissions. I have Panda, all I had to do was change from "no connections" to outbound client and voila.
