Why can't Chrome have an installation where all of the setup files you
need is downloadable so that Setup doesn't have to access the
internet, just like most other applications?

I work at a large company where internet access goes through a proxy.
I don't have the means to make any changes to the proxy or the
domain.  Chrome installation fails because it cannot connect to the
internet (I don't exactly know why).
